I went here on Tuesday night with a dear gurlfren and the atmosphere and view was simply superb ! It's call Luna bar , located at the rooftop of Pacific Regency service apartments at Jalan Punchak of Jalan P Ramlee , Kuala Lumpur .  The second picture is the close up view of KL Tower from Luna bar - simply remarkable !
